This is just a comment, not a question as I could not find the answer
to this issue initially but discovered it on my own. I was noticing
that on some of my PCs running Win2000, the keystroke shortcuts (like
Ctrl+S) were not displayed in the file pulldown menu in Notepad on all
of my machines (therefore not available). I searched in vain in
newsgroups for some enlightenment but had ceased my search unfulfilled.
It turns out that I stumbled upon the solution myself. I noticed that
if you invoke Notepad initially and then use 'open' to open up a file,
you will not see the keystroke shortcuts in the file pulldown menu.
Conversely if you doubleclick on a .txt file that is an icon on your
desktop or a file listed in Windows Explorer (file manager) to invoke
Notepad, the keystroke shortcuts WILL be displayed in the file pulldown
menu. I find this very odd behavior but a legitimate issue. I now
invoke all .txt files from Windows Explorer needless to say. Crappy
programming or a method to the madness?? Feel free to enlighten me.
