Not remembering names for autocomplete

We're running Outlook 2002 on a Windows 2000 terminal server with
Exchange 5.5

For some reason, the autocomplete feature isn't rememebering names from
day to day. A user will send out e-mails, and for the rest of his
session it will autocomplete the name if he types it in again - but the
next time he launches a session, the autocomplete doesn't remember that
name.

What are the possible causes and resolutions for this?
