not receiving some emails

apparently some emails sent to me are bouncing back to sender but sometimes
the sender receives a message that i didn't receive email when i did - hope
that isn't too confusing (as far as I know no problems sending). Using Office
(Outlook) 2003 and XP Pro. my server is Cox and i have raised the matter with
them 3 times but they say it must be regarding my settings but i haven't
changed settings for a very long time. I've checked re updates and both
Office and XP are up to date. I would reinstall but cannot find CD (I think a
former roommatemay have elft with it!) so really not sure what to do - help -
