Not receiving all incoming emails

We are running Outlook 2003 and host on our own Exchange Server. Some staff
members are not receiving all of their incoming emails. It seems to be only
a few external sources they can't receive from as it works fine from other
senders. They are not being blocked by any rules/filters/blacklists as far
as I can see. Any suggestions would be appreciated. Thanks.

Is the mail even reaching the server? In other words, can they see the mail
in OWA before they fire up Outlook?
 
OWA is not displaying properly. I'm running IE7 in XP Pro. Is there an
update necessary for the new version?
