In my Windows 2000 Server installation, it is not reading certian CDs. My CD ROM specification is CD-RW Speed: 4, 8. The CD that I purchased says "ULTRA SPEED: FOR USE IN REWRITABLE DRIVES BEARING THE ULTRA SPEED(16X ~ 24X) LOGO".
Please advice.

Your drive is too old to read the CDs. When your drive was made, CD-RW was made of a completely different compound than today's high-speed discs. The drive is not programmed to understand these new CDs. Either get a new CD-RW drive, or add a modern DVD or CD-ROM drive that can read these CDs.
