Not prompting for Digital Certificates

Hello all,

Whenever I attempt to visit a site that includes digitally certified content ("would you like to trust content from _____ corporation?"), I NEVER get the accept dialog window. What I do get is an ActiveX error: "Your current security settings prohibit running ActiveX controls on this page. As a result, the page may not display correctly."

Thus, I can't enter windowsupdate.microsoft.com, flash.com, or any other ActiveX or digitally signed site. I have run through close to 30 hours of troubleshooting on this, yet I am still having the same issue. I have repaired IE 6, reinstalled over the top of XP, and the only other opition is seems like I have is to format c:\, which I am hoping to avoid as I'm sure I just have a corrupt file somewhere, or a foul registry entry.
