Not getting new email messages ...

I'm new to Vista via sbcglobal.net ...

It appears I'm able to send emails (they're in the sent items), however, I'm
not receiving any new emails. When I click on Send/Receive to get new
messages, I get this error:

Account: 'pop.att.yahoo.com', Server: 'pop.att.yahoo.com', Protocol: POP3,
Server Response: '-ERR popgate unknown command', Port: 995, Secure(SSL):
Yes, Server Error: 0x800CCC90, Error Number: 0x800CCC18

Your help is appreciated.

Go to Tools, Accounts, select that mail account, Properties, Servers.
Uncheck the box for "Log on using Secure Password Authentication."
