Not getting ALL mail

I have a client with Outlook 2000 and we use Exchange 2003. She is getting
some mail from senders, but is missing mail from the same senders as well.
She estimates that she receives about 60% of what is sent. The senders do
not receive errors while sending and there are no rules engaged on either
side. There is a spam blocker in place, but it is not blocking anything from
within the company. I ran the detect and repair, but Outlook found nothing
to fix and I have completed all office and Windows updates. Any suggestions?

I'm facing a similar situation, we have Outlook 2000 with exchange 5.5, and
80 users in the company get all their mail, no problem, but one user claims
she is not receiving some email. And it is just "important" messages she
doesn't receive, and it's putting her behind in her work.
Now, how does one go about troubleshooting this? There are no error
messages, no events, no bounces, and all test messages I send from various
internet accounts always work.
I can just see the next step, she goes to her supervisor and says, "The
email ate my homework."
