Not enough Virtual Memory

When I try and open certain programs, a little yellow
triangle with an exclamation point pops up and it
says, "Windows does not have enough virtual memory to
open the application" or something like that...what is
wrong or what should I do?

is relevant. I have also (unconfirmed) heard of it arising with Norton
AV 2004 installed
