not enough permission to write to a folder

cross posting this here too because it seems this group is better
attended, so there may be a better chance of getting an answer

My logitech webcam went wierd on me today ....meaning it got stuck in
a loop trying to update the drivers....
and I needed to remove it and reinstall.

But i ran into the same type of errors reinstalling it.


error1317. An error occured while attempting to create the directory
C:
\ProgramData\logitech\QuickCam


I was on the logitech support line and basically it seems like a
windows issue of not being granted enough permission to write these
folders. they could not advise me further and suggested i contact MS
about how to resolve this.


I had installed this camera before on Home Premium but over the
weekend upgraded to Ultimate.
The camera had initially installed fine, but today on bootup it
seemed
to hang trying to update.


I have UAC turned off, and am the sole user on the computer. I have
administrative rights.


I have set the permissions on the folders logitech tries to create to
ownership under my name, but it seems to make no difference. the
ProgramData folder seems to have no restrictions on it when checking
the permissions on the security tab under it's properties.


I had temporarily disabled the Panda Firewall and AV software as per
request, but have not been able to get past this.


any suggestions?

ended up calling MS tech support on this and the issue was resolved.

ok, i THOUGHT the issue had been resolved... after tech support had
solved the issue, i got my camera working and then moved on to some
other issues. then i tried to install my mustek scanner.. that little
operation caused all the permissions to be reset to the problem.. now
my webcam is back off, and trying to reinstall and unable to because
the error 1317 is blocking it.

how would the scanner installing have reset all the privileges?
i removed the scanner and apparently i'll be unable to use it unless i
can get this resolved.

thanks for the tip, but when it went south the second time, I tried
your fix and it did NOT work.

what was weird though is that this time i didn't uninstall the
webcam.. i left the software and camera alone.
but if i tried to click on the icon, it started an install procedure
ending with the 1317 error stating it could not create the
directories.
so it seemed like a permissions thing and the tech reset the
permissions, which stopped the problem.

however, as soon as i was granted ownership, the camera simply went
back to functioning... i didn't need to install anything ....
so i'd like to know what had happened.. how did the presence of the
scanner software throw the webcam into thinking that it had to
reinstall [or install] something, and how did resetting the
permissions clear it up?

i'm having a hard time understanding how these two issues would
interact?
