Not being able to imstall new programs

I am trying to install a new version of office but I am
getting this message.

The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe
mode, or if the Windows Installer is not correctly
installed. Contact your support personnel for assistance.

I know I am not running windows in safe mode, so I do not
know what to do.

Can anybody help?
