Not a valid MSI?

I sent someone an MSI for testing but when they run it (Windows XP) it says
it is not a valid installer and that he should contact his vendor.

I can't find a solution to this on Google. Does anyone know what is causing
this and what I should do?

Does he have the latest version of the Windows installer installed?

For what it's worth, I think there is a setup-specific newsgroup
somewhere. I don't know the specifics, but if you can find it you may
find you get better and more specific advice there.
