per norton this is the fix all you had to do was go to
there site and search access denied drive c to find this
Error: "Attention: Access Denied, Drive C:" after
installing Norton SystemWorks
Situation:
You installed Norton SystemWorks (NSW) under Windows XP.
When the computer restarts, you see the error
message "Norton Protection, Attention: Access denied,
Drive C:." When you click OK, the error message
disappears, but the Norton Protected Recycle Bin is
disabled. This happens every time that the computer is
started.
Solution:
In most cases, this happens because you are using NTFS
and the Windows XP file permissions are not set
correctly. You must set Administrator and System to Allow
all actions. How you do this depends on your version of
Windows XP.

To set permissions for Windows XP Professional
On the Windows taskbar, click Start > My Computer.
Click Tools, and then click Folder Options.
Click the View tab.
In the Advanced settings box, scroll to the bottom of the
list.
Clear "Use simple file sharing."
Click OK.
Right-click the C drive icon, and then click Properties.
Click the Security tab.
In the "Name" box, click Administrator.
In the "Permissions" list, check "Allow" for all items in
the list.
Repeat steps 9 and 10 for System.
Click OK, and then restart the computer.

To set permissions for Windows XP Home Edition
Restart the computer in Safe mode. For instructions, read
the document How to start Windows XP in Safe Mode.
On the Windows taskbar, click Start > My Computer.
Right-click the C drive icon, and then click Properties.
Click the Security tab.
In the Name box, click Administrator.
In the Permissions list, check "Allow" for all items in
the list.
Repeat steps 5 and 6 for System.
Click OK, and then restart the computer.
If this does not fix the problem, then try the following:
Disable and then re-enable the Norton Protected Recycle
Bin.
Set Norton Protection to "Configure drives independently."
To disable and then re-enable the Norton Protected
Recycle Bin
Right-click the Norton Protected Recycle Bin desktop
icon, and then click Properties.
Click the Norton Protection tab, and then clear Enable
Protection.
Click OK.
Restart the computer.
Right-click the Recycle Bin desktop icon, and then click
Properties.
Click the Norton Protection tab, and then check Enable
Protection.
Click OK.
To set Norton Protection to "Configure drives
independently"
Right-click the Norton Protected Recycle Bin, and then
click Properties.
Click the Global tab.
Click the "Configure drives independently" radio button.
Click the Norton Protection tab.
For each drive letter listed, except removable drives,
check Enable Protection.
