Norton disk doctor or XP scan disk not working in XP pro.

hi

i am have windows xp pro with norton 2004. Today for some reason computer
wouldn't start so after checking cables and every thing i was able to get it
going. I decided to do a ghost back up of my hd. It told me that it couldnt
read some of the sectors in ghost process. Tried to fix it with NDD and XP
scan disk. Nither program can get exclusive access to the hard drive even
on reboot. I got this errror when i tried to run NDD>


"The operating system, or another process, currently has
exclusive access to this drive, or some of its files.
Norton Disk Doctor connot continue with a repair under
these conditions. A repair cfan be scheduled next time
you restart the system. Norton Disk Doctor can still
dianose this drive if 'Fix errors' is unchecked.

Would you like to schedule a repair?"

when i say yes to that and it doesnt run when i reboot. It does not reboot
on it's own either. I run XP scan disk utility it says that it needs to
reboot in order to scan it, it does run when I reboot but quits and says it
can not gain exclusive access.
any idea what's going on or what i can do to fix this .
