Normal vs Maximized Windows

I have several shortcuts to folders on my desktop. The properties all
indicate "Normal window" for Run. But when I double-click on a folder
shortcut icon, the folder opens as if it had "Maximized" for run.

How do I get this to work correctly?

Open the folder from the shortcut.
Minimize it using the box (dbl window), not the minimize to taskbar ( _ ), in
the upper right corner next to close (X).
Close the app.
It should always open minimized now.

I've been doing this. As I indicated in a different thread (Windows XP
"Forgets"), however, this is forgotten when I reboot.

This is a new PC with WinXP SP2, which should have already had that fix.
However, I found that the second registry key cited in that KB item
(at HKEY_CURRENT_USER\Software\Microsoft\Windows\ShellNoRoam) was
missing. I set it, and the problem now seems resolved.
