Normal Ribbon behavior?

I'm new to Excel and learning the ropes...

The Ribbon is generally minimized to save screen space. When I click a
tab, the Ribbon opens up - and covers up the Formula Bar as well as
the first few rows of the worksheet.

Is this normal behavior?

The Ribbon in Word acts the same way. Clicking a tab on the minimized
Ribbon causes it to run over the ruler and the top of the document.

Just to clarify, you can choose to keep the ribbon minimized but it is not
'generally' in that state. The out-of-the-box setting is non-minimized.

Ribbon minimize keyboard toggle (for anyone who doesn't know this) ->
Ctrl-F1
