normal.dot template issues

I am using Word 2003 and although the normal.dot file is set up as I want
it, when I open a new document the top and bottom margins are not indented
as they should be (ie the cursor is at the very top of the page even though
the page set-up box says it should be 1.2" from the top).
The side ruler will also not give me a double sided arrow when I hover over
it to extend the margin this way.
I have tried deleting the normal.doc and creating a new one but the same
thing occurs.
Does anyone have any tips please?
