Downloaded and ran the DirectX 9.0c End User, and attempted to install,
the
install runs, tells me it completed successfully, but DXDIAG reports
that
DirectX is still 9.0b. What can i do?

Install WinXP SP2. It includes DirectX 9.0c

DXINFO and DXTOOL will also report the version, what do they say?

Sometimes you also have to install the latest video drivers.
