Non Transparent Icon Labels

My icon labels show the background colour rther than
being transparent. I have made sure desktop icons are not
locked, i have start -> right clicked My computer ->
Properties -> Advanced visual effects and clicked dropped
shadows etc but to no avail.
The knowitall Base talks about Active desktop and
shortcuts but Act Dsktp is on all the time and I cannot
find any options in the icons for ActDsktp disabling.
I know its not the end of the world but irritating not to
be able to control it.
Any other suggestions?

Seeing as you've tried the obvious, maybe try:-
Right click on desktop. Select Properties, then open Desktop tab.
Click on the Customize Desktop button, then open the Web tab.
Delete everything in the Web Pages box except, My Current Home Page.
Press OK, then Apply, and maybe OK again.
You may have to restart for settings to take effect.
