Non-recurring all-day events synchronize on wrong day

I have an HTC P3470 with Windows Mobile 6. I use Activesync 4.5.0 build 5096
to synchronize with Outlook 2007, and I have the problem that all
non-recurring all-day events (such as holidays) in Outlook end up on the day
before on my HTC device.

I have searched the net and found that many other people have the same
problem, for example here:

It seems that the problem is related to settings for Daylight Saving Time,
and some people have made a workaraound by switching off automatic adjustment
for DST. My desktop computer is not in a domain, and I would not like to set
DST manually.

I have now gone through all holiday events in Outlook and changed them to be
recurring with only a single instance, and this has moved them to the right
date on my HTC. I still need to go through all birthdays, and other events.

However, I wonder why this problem is not described in a Knowledge Base
Article that I can find. Is there a fix or an easier workaround?

Visit the Microsoft DST web site and make sure both your desktop and your
hand-held contain the most recent DST updates.

I had already done this before posting the problem.

There is one thing in this connection that nags me: I have read (in the
thread that I linked to) that it is crucial that the desktop machine and the
handheld both are set to the same time zone. I live in Copenhagen, and my
Desktop machine is set to the only appropriate zone, which is "GMT +1
Brussels, Copenhagen, Madrid, Paris". My HTC, on the other hand is set to
"GMT +1 Prag, Budapest". There is a "GMT +1 Copenhagen", but whenever I set
it to this time zone, it reverts to the other time zone! Since they are both
GMT +1, and since they are both using the same DST, I expect that it should
not make a difference, but one never knows!

the difference is usually because ST/DT switch out at different times so if
they are the same, it shouldn't matter.
