non-operation of PC after MS security update installed

My PC will boot up to a desktop, but no programs will launch. I had to
reboot in safe mode just to get to this site and air this problem. It began
yesterday (Saturday, Oct. 14) after a security update was attempting to
install but failed. I tried going to the MS download scan site to determine
updates needed, but the scan failed and I don't know how to get it working to
download and install all current updates properly. What else can I do???
HELP!!!

Use System Restore to go back a day...
