Non-administrator Outlook can't receive mail

I am running Vista SP0 and Outlook 2003. On the admiistrator account, I can
send and receive mail in both Outlook 2003 and windows Mail. On the
non-administrator account, windows mail sends and recieves, but Outlook 2003
can send but not receive. The "test accounts settings" responds properly.
All settings look to be identical. but when I select send/receive in this
Outlook account, nothing happens. I am using pc-cillin Internet security
for virus protection. Anyone have an idea what the problem may
be? Hopefully, this is not a Vista problem.

When you view the send/receive progress, are there any error messages and/or
numbers? Also, are there any entries in the application event viewer related
to Outlook and/or Office (look for eventid and source)?

Nothing at all happens, that I can see, when I select send/receive. No
progress box, no errer messages. But if I go to Outlook in the
administrative account, and select send/receive, the mail is delivered. It's
like the OS doesn't know the application is there in the non-administration
account.

Do you know if send/receive initializes at all? Also, make sure the Everyone
group has read/write access to the Microsoft Office folder.
Did you check the application event viewer?

Frankly, I don't know what any of the items you mention are.

However, based on yur response, I searched and found the pull down menu on
the send/receive button, something I have never accessed. I found that the
box in the send/receive settings-define send/receive groups dialog box was
unchecked for "include the "all accounts" group in the send/receive button
online. When I checked it and sent email, the send/received button worked
fine. I have no idea how the setting changed. In any case, problem solved.
I think the published literature could do a better job explaining this
option.
