It sounds more like you want someone else to write a letter
that should be written in a very sincere manner by the
nominating party as they are far more effetive. However,

Answer is somewhat in the judgemental end of the spectrum. An alternative
interpretation is that the writer was not sufficiently familiar with the sort
of protocol one engages in while addressing these kind of matters. But then
again, you could be right too.
