Noise at top and bottom of video

Sorry guys. I had found a way to fix this before but I stopped my video
editing for a couple years and cannot remember what I did. When I capture
video from my 8mm tape there is noise at the top and bottom. How can I remove
that? I know it has something to do with a picture that is just black then
using it as a special effect or a title or something. I hate to confuse the
issue more but I might have even used photostory to fix. Any help is
appreciated.

FWIW...you definitely did not use PhotoStory 3
because it only accepts still photos.

Just a guess...but I would suspect you cropped
the video. The following freeware has a crop option.

(FWIW...it's always a good idea to create a System
Restore point before installing software or updates)
