No Yellow Bar

I am running XP Pro with Service Pack 2 installed.
I get an error page when trying to install the Prize
Machine software on Iwon.com. Keeps telling me I need to
click on the yellow bar and install activex component.
However I never (no matter what I try get the _____
yellow bar. I never see the security warning. How do I
activate it?
