No window opens for Help and Support

I am setting up XP Pro on a Dell 5150.

I go to Start/Help and Support. Nothing happens. The Start
menu disappears, but no H&S window opens. Why? TIA.

Or go to Start > run and type in: helpctr -regserver or to totally
reinstall help and support, assuming you installed to C:
Make hidden folders visible first and then go to
C:\windows\inf\pchealth.inf right-click and choose install. You will
need the XP cd and may need to know the location of the folders
Windows\ServicePackFiles\i386 and Windows\System32\dllcache.
