Help and Support Link in Start Menu Broken

I have a Dell Inspiron 5150 and the "Help and Support" link from the Start
menu does nothing but make the busy cursor flash mometarily. I can launch
"Help and Support" just fine through other tools, menus or the web browser.
However, I cannot get this particular link to function.

Any clues on how to fix this?
