No wallpaper

After a virus got on my computer and wiped out my wallpaper I got rid of the
virus and now I can't get any wallpaper up at all. Ive tried System retore
and safe mode and various wallpaper sites like webshots but nothing working
and I still have a blue screen. Here is something funny that happens when I
restart the computer and shut down the computer there is the webshots
wallpaper still there. Can anybody out there help me or tell me how to fix it
 
If you go to Display Properties > Desktop, is the wallpaper zone greyed out?
If so, try this -

Start > regedit [Click on File > Export > and save a copy of your registry
first]

browse to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System ,
on the right hand pane of the window, look for Wallpaper.htm. If it's there,
delete the entry and restart, try to change the wallpaper again.

If you did not run a Smitfraud removal tool in your cleanup efforts, you
need to do so.

If you are really sure your computer is clean:

Go to the Display applet in Control Panel and look on the Desktop tab. Click
on Customize Desktop, and then click on the Web tab. You will see that
there are checkmarks next to "My Current Home Page" and probably "Lock
Desktop Items". Uncheck these. Click Apply and OK out when you've made your
changes.

If you can't enable desktop backgrounds after a virus, MVP Kelly Theriot has
a fix. Look under Wallpaper-Desktop-Disable Changing here:

If Display tabs are missing, run Kelly's registry edit on line 285,
right-hand side "Restore all display tabs".

Start>Run>Regedit>ok

Now navigate to:-


HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Active­Desktop.

NoChangingWallPaper
DWord value: 1 prevents changing wallpaper, 0 allows changes


So if it's 1 then change to 0,close the registry and restart your computer.
