We bought a new tower, but kept the existing monitor.
Now, we are unable to use volume?

Having trouble making the connection here.
Are your speakers part of the monitor you kept?
Did you make sure you plugged the speakers in the right place?
Do your speakers have a volume knob?
Is your volume muted in Windows XP?
Might you mean you are just missing the "speaker icon" in the lower right?

Control Panel -> Sounds and Audio Devices
Under the Volume tab, check the box for "Place volume icon in the taskbar".
Click OK.
