NO user/administrator on welcome screen

Hello every one!
This is problem for window xp proffesional(english)
By mistake this problem is created by me but have no solution to solve
the problem.
I have made all user even administrative disable by using
following path in control panel(in classic view).
administrative tools>computer managment
and then
computer managment(local)
\
system tools
\
local user and groups
\
users. (opening users and disabling all account)
On the respective user and adminisratives i right click of mouse and
open properties. Then i check "account is disabled".
Now when the system is rebooted there is no user and
administrative on wellcome screen.
Now i want to ask what is the procedure to enable this account on
same os so that administrative can access his important data.
This may be serious problem if some one have no solution for this problem.
This is the problem that may be done by some external person, whatever how,
if he know the administrative password.
Important:
The problem must be solved because...
What if in above case
The drive has singel partioion.
There is no method to back up data
The administrative have no cd to install new installation of any OS.
Retriveing of Data is important.
THIS MAY HAPPEN TO ANYONE!

You need to enable the disabled accounts using Offline NT Password &
Registry Editor.

You will need to create a program floppy on another available computer. This
floppy will be used to boot the affected computer. Offline NT Password &
Registry Editor will allow you to re-enable the user accounts.
