No user accounts on Welcome Page

When we start up our computer, the Welcome page appears and there are no user
accounts listed. We have only one user account and the password is blank so
we usually avoid the Welcome screen. Now we cannot get past the Welcome
screen to get into Windows to make any changes. We have tried logging on
through Ctrl-Alt-Dlt with the user name and a blank password, but this does
not work. It seems that all or our users were deleted or something similar.

Any idea how to get past the Welcome logon screen so I can set-up the users?

Boot in Safe Mode and log in as administrator, there should be no password
required for that account.

Unfortunately I have the same issue, but I get the same result even when I
boot in safe mode. The WinXP logo appears on the screen, but I get no option
to logon as any user and it just sits there.

Try booting and selecting the Last Known Good Configuration option.

How to start your computer by using the Last Known Good Configuration
feature in Windows XP

If that works try using System Restore to restore the system to a point
before the problem arose.

Then take note of the contents of this link:

What anti-virus and anti-spyware programmes are you using? Do they have
updated definitions? Is the Windows XP SP2 update installed?

Hope this helps.
