No Turn off monitor

In control panel - Power Options, I select the power scheme "Portable/Laptop"
where the computer should turrn off the monitor after 15 mins. But the
monitor don't turn off after 15 minutes of inactivity, can you help?
 
Likely because there isn't 15 minutes of inactivity, despite outward
appearances. So, you have to figure out what the PC is still doing.
Software running in background, disk activity, noisy mouse, malware
infestation, are a few possibilities.

Btwins? Khooker? Is the mouse a wireless mouse? Have you scanned for
malware and other trojans?
 
btwdins.exe: Bluetooth driver/software used by many vendors and computer
manufacturers.
khooker.exe: SiS Keyboard Daemon. System Tray utility which gets installed
by the drivers of the latter day SiS VGA cards.
I found and quarantined a virus with Avast software.
I found a few pests with Pestpatrol.
Then I retested it and I still have the same problem.

And killing those first two resulted in? See wireless mouse issue. Also
that video hook could be the problem.
 
I killed both and there was the same bad result. But btwdins.exe reappeared
(I checked it 2 minutes after killing it).
My mouse is not wireless.

If btwdins is reappearing I would find that a bit suspicious. Think back
to when it quit working and what had happened just prior.
