No Transitions

When one of my users logs on they do not have ANY transitions. When I login
as an Admin ALL of the Transitions are there.

How do I enable the transitions for the end user?

I am in a Windows Domain Enviroment. Thank you for your help!

It would be nice if someone would answer this, I have 200 computers that I
would like to get moviemaker transitions working on..they are all the
same..transitions are there for an admin, but not for a general user.
