Movie maker will not save transitions/effects

After importing my still pictures (JPEG format), I applied
transitions/effects and modified the time that each photo appears (I use
timeline to extend the time). However, upon playback many of the photos will
not reflect the time that I manually assigned to it. Instead certain photos
appear or transition faster than I assigned it to. ALso, after adjustments,
the transitions and effects are GONE. Even if I save the project, I lose the
transitions and effects that I have assigned. I've been through this process
a millions times and still the same. ALso when I alternate between timeline
and storyboard, I also lose some transitions/effects. Any suggestions? Please
help.,..I am so frustrated!

Adding transitions will shorten the duration of
clips. Why? Because the clips overlap when
the Transitions are added.

If you add a Transition and then move (drag)
the clip on the timeline...the Transition will be
canceled.
