no toolbars / startup menu

My computer locked up the other day and ever since I have
been unable to see/use my toolbars and startup menu. I
can log in but then the only way I can access any program
or document is through the Windows Task Manager (hitting
Ctrl-Alt-Delete). I have no idea how to get everything
back to normal. Any suggestions would be appreciated.
