no tool bar or start button on desktop

i just recently had a problem with my nortons security,now i cannot locate my tool bar at bottom of screen,no start butto
and cannot deltete nortons so i can reinstall,also just went to house calls web site and had a virus scan,had 3 trojans,deleted them,still no tool bar and cant access my programs,any ideas??? please help me if you ca
