No title bar at top in Phone Edition?

When I deploy my app to the PPC 2003 Phone Edition emulator, there is no bar
at the top of the screen like there is on a PPC. Does the phone edition
lack this? I was under the impression that the Phone edition has everything
a regular PPC has and more.

If I deploy to "Pocket PC 2003 Phone Edition (Virtual Radio)", then I get
the normal display with the blue bar across the top of the screen.

There must be something wrong with my PPC 2003 Phone Edition emulator setup.
