No taskbar or desktop icons

When I log onto windows XP, there is no taskbar OR
desktop icons. The loading of my personal settings takes
longer than usual, and when it logs onto my account, the
only thing on the screen is my desktop background. The
same thing happens with the other accounts on the
computer. I can control+alt+delete and select "switch
user," and I can log into another name, and the
taskbar/desktop works just fine. It doesn't work if I
log completely off of the name. I can then use
everything on the computer without additional problems.

Press Control+Alt+Delete keys
(The dialog box for Windows Task Manager opens)
Select the File menu, then New Task (Run).
(The dialog box for Create New Task opens)
Type in "Explorer" (without the quotes)
Press OK button.

Hopefully Windows Explorer restarts with the Taskbar and Start button.

I am having the same problem and tried doing what you
said but it the mouse cursor changes to the working in
the background icon for a few moments and nothing happens.
