No tabs in IE7 - Windows 2003 Terminal Server

Hello,

I have the following problem with tab browsing in IE7:

When I log on to the Win2k3 Terminal server as Administrator and start IE7,
Tab browsing works fine.

When I log on as another (no administrator rights) user i'm not able to use
tab browsing in IE7. When I start IE7 with the same user, but then with "Run
as" Administrator it workt fine.

I think it is pretty clear that this is a security problem, but i can't find
the exact cause to solve the problem fot the normal users on this Terminal
Server.

Hopefully someone can help me with this issue.
