No such Tab as APM exists!!!

I know that when I click on my Control Panel and then on Performance and
Maintenance and then Power Options I have four, count em', four tabs to
chose from. 1)Power Schemes 2)Advanced 3)Hibernate 4)UPS. My system
will not fully shutdown. Every fix or repair tells me to "enable advanced
power management" by clicking on the tab labeled APM in the Power Options
Properties window. This tab does not exist. As a matter of fact, no where
in any of the above tab menus is there even any remote mention of "advanced
power management". Is there a BIOS incompatability going on here? Is that
why I don't receive this option? If so, how can I fix this problem? It's
been a problem ever since I upgraded to XP Pro, almost a year now! Please
help!

You don't have an APM tab becuase your system support ACPI
a newer version of power management.
ACPI is more robust than APM and is already enabled.
ACPI allows you to reassign your Power Button functions
and shut off the computer automatically.

I think the problem may stem from a difference in wording.
In the Power Options Properties window (from the Power Options icon in
Control Panel) there is the Advanced tab, and that, as far as I am aware, is
the way to set Advanced Power Management options.
The question may actually be: what is keeping your computer from shutting
down?
Does it restart instead of shutting down?
If not, what does it do.
Please post back soon.

That fix is for the common case where the setup has failed to install
ACPI and has installed APM instead. You appear from having those tabs
to have ACPI. Failure to shut down has a lot of other causes - Look
at the extensive troubleshooter at James Eshelman's page:
