No standard menu items in windows explorer

Hello,
I have a build that includes the explorer.exe app. When it runs there
are no menu items such as File, Edit, View, etc. Any ideas as to how these
might be added would be appreciated.

David,
I indeed have both the Explorer Shell and the Explorer Application in my
build.

TD has no errors or warnings. And I of course run the dependency check
each time.
