No Control Panel

I have no control panel at all in my build and have no idea why:

WinXp Embedded SP2
The build includes all of these components:
Explorer shell
Windows XP Explorer User Interface
Add Hardware Control Panel <<--- This is what I actually
need
Device Manager
Control Panel Command Line Services
System Control Panel

I did run an auto dependency check.
I have a bunch of .cpl files in .../system32

I expected that simply including any individual control panel item would
bring in the control panel itself. Am I wrong??

I do not have a control panel entry on the Desktop, My Computer, Start Menu
etc.

Any ideas?

OK, found my own solution.

In my zeal to enable "everything", I had checked all the boxes on the User

Interface Core Component" -- including "Prohibit access to the Control
Panel"

Unchecking that fixed it.
