No sound when computer starts

Aren't I supposed to hear a windows theme when I turn on my computer
just like I do when I shutdown? I'm not hearing anything. I have an HP
m380n.

It depends on your settings.
Go to "Sounds and Audio Devices" in Control Panel.
Click the Sounds tab
From there you can define each sound or set a sound scheme.
Windows Default is probably what you want.
