No Smart Device Choice

How come My VB.Net environment does not contain the Smart Device Application
Template to open the Smart Device Application Wizard. Any Ideas?

Are you using Standard or Professional? you need to use Pro to get the
templates. This should help

I've tried everything, with all the downloads, reinstalls etc. Nothing
works. Is there a VB.Net Standard - .Pro upgrade that may be easier on my
nerves.
