No shutdown

I have Windows XP Professional edition installed on my PC. I have ATX Power Cabinet. When I shutdown from Windows 98 it directly switches off my machine which is not the case with XP. It gives me the screen that it's safe to switch off ur computer now and I have to manually shut it down

What's the solution to this??
