No sharing tab to enable ICS with Bluetooth

I am attempting to share my internet connection with a Palm TX which
communicates with my PC via Bluetooth. When I try to enable ICS there is no
sharing tab present on my ethernet connection. The help says that this
happens when you only have one network interface. However, I have two
interfaces, the ethernet adapter and the Bluetooth adapter. How do I get ICS
enabled?

is the problem.
