No Send and Send/Receive Buttons

Just installed Outlook 2000 on Win98 SE platform. There
is no SEND button on NEW E-MAIL form and no SEND/RECEIVE
button in the main outlook page. I have checked all the
necessary toolbars etc but there is absolutley no
reference to these item at all. Anyone have any ideas???

If you haven't set up your accounts yet, the Send button doesn't appear.

still the same thing..
