no runas on Networks

Anyone able to explain why there is no runas option on networks?
Any way to enable it?
Its a bit of a pain to have to log a user off just to add or ammend a part
of the network setings.

I use the following process to change network setting using runas.

I lunch a cmd with the runas, then lunch the internet exploerr using the
following comman iexplore -new c:, this will open an internet explorer with
the user context u used to enter the cmd shell. navigate to "control panel"
inside the "iexplore window" that opened, and you will be able to access ntwk
settings within the runas user security context.
