No Restore or maximize from taskbar

When I minimize programs to the taskbar in XP
professional, I cannot restore then by double clicking
with the left mouse key or menuing with the right mouse
key. This problem went away for a week and has returned.
It applies with the minimized programs and the quick
lauches.
I have to use task manager which can be accessed from the
right key to switch tasks.
Am I toggling some setting on and off. I've played with
all the taskbar settings to no avail.

Double click? I've always used a single click on a program's taskbar button
to restore its window from Minimized state....
