No Read Only Prompt Dialogue Box

I have an Excel 2002 file that is read only and when
opened, the password prompt/read only box pops up...except
for one user !!!

No box appears and the file just opens in read only
mode...a problem for this user has he has to edit it.

Is there a tick box or the like that I am missing in his
Excel setup ?
 
If that user doesn't have "write" access to the share where you store the
workbook, then excel will open the workbook in readonly mode.
